<p class="wp-block-paragraph">បុរសដែលមានពិការភាពដោយជើងទាំងពីរតាំងពីកំណើត ហើយកំពុងអង្គុយលើរទេះរុញក្នុងសម្លៀកបំពាក់អាវពណ៌សដៃខ្លី និងស្លៀកខោរពណ៌គគីរជើងខ្លីអមជាមួយជើងទាំងពីរពិការភាពតាំងពីកំណើត។ ក្រឡេកមើលរទេះរុញរបស់ខ្លួនដែលពោរពេញទៅដោយសម្បកកំប៉ុងចាស់ៗ។</p>

<p class="wp-block-paragraph">លោក សូ សួនដែលមានទីលំនៅបច្ចុប្បន្នស្ថិតក្នុងឃុំកំពង់ផ្លុក ស្រុកប្រាសាទបាគង ខេត្តសៀមរាប បាន​​អះ​អាងថា កាលពីកុមារភាពលោកគឺជាអ្នកនេសាទម្នាក់ ប៉ុន្តែដោយសារវ័យកាន់តែចាស់ជរាទៅហើយ និង​​ម្យ៉ា​ង​ដោយគ្មានកំលាំងកំហែងផង មុខរបរជាអ្នកនេសាទនេះ ក៏សម្រេចចិត្តបោះបង់​​តែម្តងទៅ។ជំនួស​​មក​វិញ ដោយគ្មានជំរើសណាដែលល្អជាងនេះ បុរសដែលមានវ័យ ៧២ ឆ្នាំរូបនេះបានប្តូរអារជីបពីអ្នកនេសាទមករើ​សអេតចាយវិញម្តង។</p>



<p class="wp-block-paragraph">លោកបន្តថា<strong>៖</strong><strong>&nbsp;<em>«</em>ខ្ញុំធ្លាប់ធ្វើជាអ្នកនេសាទអស់១០ឆ្នាំ ប៉ុន្តែដល់វ័យចាស់ខ្ញុំទៅវត្តហើយដើររើសកំប៉ុងអេត​​ចា​យ<em>» </em></strong><em>។</em><em></em></p>



<p class="wp-block-paragraph">ទោះបីជាស្ថិតក្នុងវ័យជរាបន្តិចទៅហើយក្តី លោក សូ សួន នៅតែប្តេជ្ញាថា នៅថ្ងៃបោះឆ្នោតខាងមុខនេះ ខ្លួននឹងនៅតែទៅបោះឆ្នោតដោយសារតែលោកគិតថាការបោះឆ្នោតពិតជាមានសារសំខាន់សំរាប់លោកផ្ទា​​ល់​ និងប្រទេសជាតិរបស់លោក។</p>



<p class="wp-block-paragraph">&nbsp;លោកបន្តថា <strong>៖</strong><strong>&nbsp;<em>«</em> សំខាន់ចំពោះខ្លួនខ្ញុំបានមកស្រុកកើតសង្រ្គាម វេទនាណាស់ ខ្ញុំវេទនារួចហើយដូចនេះខ្ញុំ​​ត្រូវទៅបោះឆ្នោត<em>»</em></strong><em>។</em></p>



<p class="wp-block-paragraph">បើតាមលោក សូ សួន ពិការភាពមិនមែនជាផលលំបាករបស់លោកក្នុងការចូលរួមការបោះឆ្នោតទេដោ​យ​សា​​​រទីតាំងដែលលោកត្រូវទៅបោះឆ្នោតគឺវាមិនឆ្ងាយពីផ្ទះរបស់លោក។</p>



<p class="wp-block-paragraph">មិនខុសគ្នាដែរ លោក ស៊ីម មឿយ ​ដែលមានស្រុកកំណើតនៅ ភូមិប៉ាក់ប៉ាន់ ឃុំសសរស្ដម្ភ ស្រុកពួក ខេត្តសៀមរាប លើកឡើងថា សព្វថ្ងៃនេះលោកមានមុខរបរជាអ្នកម៉ាស្សា។មុខរបរនេះបានផ្តល់ចំណូល​​ឱ្យ​​លោ​​ក​​​​អាចរស់បាន ក្នុងរយៈពេលជាង១០ឆ្នាំមកហើយ។ក្នុងស្ថិតក្នុងវ័យ ៤៤ ឆ្នាំ និងមានកូន២នាក់ក្នុងបន្ទុក លោ​ក មឿយ ប្រាប់ថា រូបគេ និងប្រពន្ធគឺជាអ្នកដែលមានពិការភាពទាំងពីរនាក់ដូចគ្នា។</p>



<p class="wp-block-paragraph">លោកបន្តថា ស​ម្រា​ប់​ការបោះឆ្នោតអាណត្តិនេះក្រុមគ្រួសាររបស់លោក នឹងទៅចូលរួមបំពេញកាតព្វកិច្ច​​ក្នុង​​នាម​​ជាពលរដ្ឋម្នាក់ដែរ តាមរយៈការបោះឆ្នោត។ប្រភពដដែលឱ្យដឹងថា ការបោះឆ្នោតជាច្រើន​​អាណត្តិ​​មកហើយលោក ពុំដែលបានទៅបោះឆ្នោតឆ្នោតនឹងគេទេ ដោយសារលោកគិតថាខ្លួនជាជន​​ដែលរស់នៅក្នុ​​ង​នាម​ជាអ្នកដែលមានពិការភាព និងខ្លាចគេរើសអើង។ប៉ុន្តែសម្រាប់អាណត្តិនេះ បើទោះជាត្រូវរងការ​​រិះគ​ន់​បែបណា លោក និងក្រុមគ្រួសារនឹងទៅចូលរួមបោះឆ្នោតដែរ ដើម្បីមាតុភូមិកម្ពុជា។</p>



<p class="wp-block-paragraph">លោកបន្តថា <strong>៖</strong><strong>&nbsp;<em>« </em><em>ពីមុនៗខ្មាសគេ គេដៀលពេកខ្មាសអ្នកស្រុក យើងដើរទៅងងឹតពពេមពពើម យើងលំ​​បាក​គេដឹកដៃដឹក»</em></strong><em>។</em></p>



<p class="wp-block-paragraph">ចំណែក កញ្ញា ឆឺយ សារ៉ា មានស្រុកកំណើតស្ថិតក្នុង ភូមិកណ្តាល ឃុំសណ្តា ស្រុកលើកដែក ខេត្តកណ្តាល លើកឡើងថា ខ្លួននឹងទៅបោះឆ្នោតដែរ​សម្រាប់អាណត្តិនេះ។ជាអ្នកប្រកបមុរបរច្រៀងតាមស្តុប នៅក្នុង​​​ទីក្រុងភ្នំពេញ ដោយសារពិការភ្នែកទាំងសង្ខាង ឱ្យដឹងថាមូលហេតុដែលរូបគេ​​សម្រេច​​ចិត្តទៅ​​បោះឆ្នោត នៅ​​អាណត្តិនេះ នោះក៏ព្រោះតែរូបគេចង់ប្រើប្រាស់សិទ្ធិក្នុងនាមជាម្ចាស់ឆ្នោត ដើម្បីជ្រើសរើស​​មេដឹកនាំ​​មួយ​​ដ៏ល្អសម្រាប់អនាគត។</p>



<p class="wp-block-paragraph">មិនខុសគ្នាទេ សំ ស្រីនាង មកពី ភូមិស្វាយត្បូង ឃុំស្វាយសាច់ភ្នំ ស្រុកស្រីសន្ធរខេត្ត កំពង់ចាម លើក​​ឡើង​ថាមូលហេតុដែលរូបគេទៅបោះឆ្នោត គឺដោយសារតែខ្លួនគេអាចជ្រើសរើសអ្នកដឹកនាំដែលនាងពេ​​ញ​​ចិត្ត ហើ​យបង្ហាញថានាងក៏ជាប្រជាពលរដ្ឌមួយរូបនៅក្នុងប្រទេសមួយនេះដែរ។</p>



<p class="wp-block-paragraph">ប្រភពបន្តថា<strong>៖</strong><strong>&nbsp;<em>«</em> ចាស៎ ពេលទៅបោះឆ្នោតហ្នឹងវាអត់មានផលលំបាកអីទេ តែផលលំបាក គ្រាន់តែពិបាកធ្វើដំណើរ ប៉ុន្តែទៅដល់ក្នុងសង្កាត់គេបោះឆ្នោតហ្នឹងអត់មានពិបាកអីទេព្រោះគេបានរៀបចំ ឥឡូវនេះគេទំនើបរៀបចំសម្រាប់ជនពិការបោះឆ្នោតស្រួលណាស់<em>»</em></strong><em>។</em></p>



<p class="wp-block-paragraph">ចំណែក អគ្គលេខាធិការរងនៃអគ្គលេខាដ្ឋានក្រុមប្រឹក្សាសកម្មភាពជនពិការ នៃក្រសួង សង្គមកិច្ច&nbsp; អតីត យុ​​​វ​​ជន&nbsp; និង យុវនីតិសម្បទា លោកអ៊ុក សម្បត្តិ លើកឡើងថា ការបោះឆ្នោត នាពេលខាងមុខនេះ អ្នកដែល​​កំ​​ពុងរស់នៅជាមួយនិងពិការភាពអាចនឹងមានភាពលំបាកពិបាកខ្លួនក្នុងការចូលរួមការបោះឆ្នោត។</p>



<p class="wp-block-paragraph">ប្រភពបន្តថា បញ្ហាដែលលោកមើលឃើញថា អាចជាឧបសគ្គនោះ គឺនៅត្រង់មណ្ឌលបោះឆ្នោតខ្លះ នៅមិន​​បា​ន​​រៀបរយសម្រាប់កន្លែងអ្នកដែលមានពិការភាព អាចឡើងចុះបាននៅឡើយ ជាពិសេស នៅមិនទាន់​​មា​ន​​​​អ្នកចេះ ភាសាសម្រាប់អ្នកពិការភាពនៅឡើយ។ស្ថិតក្រោមហេតុផលទាំងនេះហើយ ដែលលោក​​មើល​​ឃើញ អាចនៅមានភាពលំបាកសម្រាប់ពលរដ្ឋដែលមានពិការភាព ជួបបញ្ហាទៅចូលរួម​​បោះឆ្នោត​​នៅថ្ងៃ​​ខា​​ង​មុខនេះ។</p>



<p class="wp-block-paragraph">លោកបន្តថា៖« <strong>ដោយសារទីតាំង កន្លែងបោះហ្នឹងវាអត់មានសុវត្ថិភាពហ្នឹង។ ខ្ញុំចងនិយាយដល់ទីកន្លែងហេ​​ដ្ឋា រចនាសម្ព័ន្ធ ដូចជា អាគារ ដូចជា ច្រកចេញ ចូលដូច ជាបន្ទប់ទឹក ដូចជា អីដែល គាត់ត្រូវការប្រើ ប្រា​​​ស់ហ្នឹ​​ងបន្ទប់បោះឆ្នោតហ្នឹង នៅខ្ពស់ពេកនៅទាបពេកនៅចង្អៀត ពេកគាត់ចេញចូលគាត់ចុះឡើងហើ​​យ​​​ពិ​​ការ​ គឺមានច្រើនប្រភេទ </strong>»។</p>



<p class="wp-block-paragraph">​ យ៉ាងនេះក្តី អ្នក​នាំ​ពាក្យ​​គណៈកម្មាធិការ​ជាតិ​​រៀប​ចំ​ការ​បោះ​ឆ្នោត​ (គ.ជ.ប) លោក​ ហង្ស​ ពុទ្ធា​ បាន​លើក​ឡើង​​ថា​ គ.ជ.ប បាន​សហការ​ជា​មួយ​អាជ្ញាធរ​មូល​ដ្ឋាន​​ដើម្បី​ជួយ​សម្រួល​ឱ្យពលរដ្ឋដែលមានពិការភាព​​អាច​​​​​មាន​ភាព​ងាយ​ស្រួ​ល​​​​​​អំឡុង​ពេ​ល​​បោះ​ឆ្នោត​។លោកបន្តថាថាមាន​មធ្យោបាយ​មួយចំនួន​ដើម្បី​ជួយ​ដល់​ពលរដ្ឋដែលមានពិការភាព ដូចជា​ រៀប​លេខ​រៀង​ដល់អ្នកកំពុងរស់នៅជាមួយពិការភាព​អាច​បោះ​ឆ្នោត​នៅ​ជាន់​ផ្ទាល់​ដី​ មាន​ក្រដាស​ពិសេស​ដែល​ពួកគាត់អាច​ស្ទាប​ និង​បោះ​ឆ្នោត​ ហើយ គ.ជ.ប​ ក៏​មាន​មន្ត្រី​ដែល​ជួ​​យ​​​​តំណាង​អ្នកដែលមានពិការភាព​ក្នុង​ការ​គូស​សន្លឹក​ឆ្នោត​ផង​ដែរ​។<strong><em></em></strong></p>



<p class="wp-block-paragraph">បន្ថែមពីលើនេះទៀត ​មធ្យោបាយ​ទាំង​នេះលោកមានសុទិដ្ឋិនិយមថា នឹងជួយ​បង្ក​ភាព​ងាយ​ស្រួល​ដល់អ្នក​​​ដែលមានពិការភាព អាចបោះ​ឆ្នោត​ជ្រើស​រើស​មេ​ដឹក​នាំ​ដែល​ពួក​គាត់​ពេញ​ចិត្ត។</p>



<p class="wp-block-paragraph">​ លោកបន្ត​ថា៖«​<strong>ជន​ពិការ​ក៏​ជា​ពលរដ្ឋ​ម្នាក់​ដែរ​ អ៊ីចឹង​សិទ្ធិ​ពេញ​លេញ​ដូច​ប្រជា​ពល​រដ្ឋ​ទូទៅ​ដែរ ត្រូវ​បាន​បង្ក​លក្ខណៈ​ងាយ​ស្រួល​សព្វ​បែប​សព្វ​យ៉ាង គ.ជ.ប បម្រើ​​សេវា​ជូន​បង​ប្អូន​ប្រជាពលរដ្ឋ​ដែល​មាន​ពិការ​ភាព​ដូ​ច​​ពលរដ្ឋ​ទូទៅ​ដែរ​</strong>»។ ការបោះឆ្នោតជ្រើសតាំងតំណាងរាស្រ្តនីតិកាលទី៧នេះ នឹងប្រព្រឹត្តទៅនៅថ្ងៃអាទិត្យ ទី២៣ ខែកក្កដា ឆ្នាំ​​២​​​​​​០២៣។បើទោះជាបែបណា ការបោះឆ្នោតនៅក្នុងអាណត្តិនេះ អ្នកវិភាគនយោបាយចាត់ទុកថា ជាកា​​​រ​បោះ​​ឆ្នោតមួយ ដែលមានលក្ខខណៈមិនសេរី ត្រឹមត្រូវ និងយុត្តិធម៌ទេ។គណបក្សភ្លើងទៀន ដែលគេចាត់​​ទុក​​ថា ជាគណបក្សនៅក្រៅរដ្ឋាភិបាលមានឥទ្ធិពលមួយដែរ ត្រូវបានបិទទ្វារមិនឱ្យចូលរួមបោះឆ្នោតបាន ក្រោម​​ហេតុផលខុសនីតិវិធី។ក្រៅពីនេះ ការធ្វើវិសោធនកម្មច្បាប់បោះឆ្នោតថ្មី ហាក់បង្ហាញពីចេតនាមិនល្អ ស​​ម្រាប់ដំណើរការបោះឆ្នោត ដោយសារសិទ្ធិជាមូលដ្ឋានមួយចំនួនដែលធានាដោយច្បាប់ របស់ព​​លរ​​ដ្ឋ​​ត្រូវបានដកសិទ្ធិ តាម​​​រ​​​យៈ​​​ការកែច្បាប់ទាំងនេះ ដែលពុំធ្លាប់មាន៕</p>

<p class="wp-block-paragraph">ប្រជាពលរដ្ឋមួយចំនួនបានអះអាងថាពួកគាត់ធ្លាប់មានរោគសញ្ញាមួយចំនួនដូចជាចុកពោះបន្តិចបន្តួច ស្បែកស្ងួតហួតហែង ធ្មេញមិនសូវស ខណៈដែលសម្រាប់អ្នកខ្លះ ពួកគាត់ថាបានហូរឡើងសាំហើយ។</p>



<p class="wp-block-paragraph">ឃុំកំ​ពង់ភ្លុក មានពលរដ្ឋរស់នៅជិត ១ពាន់គ្រួសារ ដែលពួកគាត់ភាគច្រើនប្រកបរបរនេ​សាទត្រី។</p>



<p class="wp-block-paragraph">អ្នកជំនាញឯកទេសទឹកស្អាត និងអនាម័យនៃអង្គការភ្លែនអន្តរជាតិកម្ពុជា លោកហង់ ហ៊ីប៊ុណ្ណា ផ្តល់ជាយោ​​ប​ល់ថា អាជ្ញាធរថ្នាក់ក្រោមជាតិ គួរតែចុះទៅសិក្សានៅតំបន់នោះឡើងវិញ ហើយរកលទ្ធភាពដោះស្រា​យ ជាបណ្តោះអាសន្ន ដើម្បីបង្ហាញពីទំនួលខុសត្រូវចំពោះបញ្ហានេះ។</p>



<p class="wp-block-paragraph">លោកបាននិយាយថាយ៉ាងហោចណាស់ ផ្តល់ជាធុងចម្រោះជាដើម ឱ្យពលរដ្ឋប្រើប្រាស់ជាបណ្តោះអា​ស​ន្ន ក្នុងដំណាក់កាល ដែលរដ្ឋាភិបាលមិនទាន់មានលទ្ធភាពផ្គត់ផ្គង់ទឹកស្អាតបាន។</p>



<p class="wp-block-paragraph">លោ​កបានគូសបញ្ជាក់ថា៖ «ការប្រើប្រាស់ទឹកខ្វះអនាម័យ ងាយប្រឈមនឹង​ជំងឺរាគ ជំងឺផ្លូវដង្ហើម ជំងឺសើរ​ស្បែ​ក ជំងឺភ្នែក ព្រូន និងជំងឺគ្រុនពោះវៀនជាដើម»។</p>



<p class="wp-block-paragraph">យោងតាមមន្ត្រីអង្គការភ្លែនអន្តរជាតិកម្ពុជាដដែល ខេត្តសៀមរាបមានកុមារអាយុក្រោម ៥ឆ្នាំ កើតជំងឺរាគជាមធ្យម មួយដងក្នុងមួយឆ្នាំ ហើយវាបង្កឱ្យកុមារខ្វះ​អាហារូបត្ថម្ភកាន់តែខ្ពស់ ក្នុងប្រទេសកម្ពុជា។&nbsp;</p>



<p class="wp-block-paragraph">លោកវេជ្ជបណ្ឌិតណៅ តូច វិញបានពន្យល់ថា អំឡុងពេលដែលពលរដ្ឋពុំទាន់មានទឹកស្អាតប្រើប្រាស់ ពួកគេគួរតែយកទឹកស្រះ ឬទន្លេនោះ ទៅដាំឱ្យបានឆ្អិនល្អជាមុនសិន មុនយកទៅពិសារ ដើម្បីជៀសវាងកើតជំងឺរាគរូស និងប្រព័ន្ធសេរីរាង្គ។</p>



<p class="wp-block-paragraph">លោកណៅ តូច បាននិយាយថា៖ «បើមិនដាំទេ គាត់នឹងប្រឈមជំងឺច្រើនណាស់ រាគ ចង្អោរ ក្អួត ឬអ្វីផ្សេងៗទៀត។ ទឹកនឹងអាចមានមេរោគអីណាមួយ បង្កក្នុងនឹងដែរ បើកន្លែងនឹងវាមានពួកអាសេនីច [AS] ពួកភ្លុំ [Pb] ពួកអីអាចធ្វើឱ្យពួកគាត់ខូចប្រព័ន្ធសេរីរាង្គដែរ»។</p>



<p class="wp-block-paragraph">ត្រឡប់មកប្រជានេសាទ លោកសំបានវិញ គាត់បានអះអាងថាគ្រួសារគាត់ រួមទាំងអ្នកភូមិ ទាន់មិនមានទឹកស្អាតប្រើប្រាស់ទេ។</p>



<p class="wp-block-paragraph">ដោយបានប្រកបរបរនេសាទនេះជិត២០ឆ្នាំមកហើយ &nbsp;បុរសអាយុ៣៨ឆ្នាំរូបនេះ មានកូន ៥នាក់ក្នុងបន្ទុក បានរៀបរាប់បន្តថា បើទោះបីគាត់ដឹង​ថា ទឹកដែលគ្រួសារគាត់ កំពុងទ​ទួលទា​នសព្វថ្ងៃ អាចបង្កឱ្យមានជំងឺក៏ដោយ តែគាត់គ្មានជម្រើស ក្រៅពីបង្ខំចិត្តប្រើទឹកនេះទេ ដើម្បីដោះស្រាយជីវភាព។</p>



<p class="wp-block-paragraph">​ដោយមានការងារជាប្រជាការពារភូមិផង លោកសំបាន ចង់ឱ្យរដ្ឋាភិបាលរៀបចំឱ្យមានបណ្តាញទឹកស្អាត ឱ្យពួកគា​ត់​បានប្រើប្រាស់ ដើម្បីកាត់បន្ថយជំងឺផ្សេងៗ ខណៈពួកគាត់កំពុងជួបការលំបាកផ្នែកជីវភាព។&nbsp;</p>



<p class="wp-block-paragraph">លោកបាននិយាយ​ថា៖ «យើងនៅឃុំកំពង់ភ្លុក យើងប្រើប្រាស់ទឹកទន្លេ វាអត់ល្អទេ ហើយមួយទៀត ទឹកលូទឹកអីធ្លា​ក់​ចូលក្នុងទឹកទន្លេ គឺទឹកនឹងអាចមានមេរោគ ប្រើនឹងវាប៉ះពាល់ដល់សុខភាព ព្រោះយើងរាល់ថ្ងៃយើងប្រើប្រា​ស់ ពេលណាភ្លៀងទៅ វាមានលាមកសត្វវាហូរចូលចឹង ចឹងហើយវាអត់មានអនាម័យល្អទេ»។</p>



<p class="wp-block-paragraph">ប្រជានេសាទម្នាក់ទៀត អ្នកស្រីជុំ ឡាយ អាយុ៣២ឆ្នាំ បាននិយាយថា ចាប់ពីគាត់ដឹងក្តីមក គ្រួសារគាត់ប្រើប្រាស់ទឹកស្រះរហូតនៅរដូវប្រាំង ហើយពេលខ្លះត្រូវទិញទឹកគេប្រើ ទាំងលំបាកដោយសារតែជីវភាពក្រីក្រ។</p>



<p class="wp-block-paragraph">អ្នកស្រីបាននិយាយថា៖ «​​ខ្ញុំជួប​ការលំបាកដូចជា&nbsp;ប្រសិនជាខ្ញុំទិញទឹកគឺមានតំលៃ ៣០០០រៀល ក្នុងមួយធុង ប៉ុន្តែពេ​លខ្លះ​​​សូម្បីតែ ៣០០រៀលហ្នឹង​ ក៏ខ្ញុំមិនមានផង»។</p>

<p class="wp-block-paragraph">ជំទប់ទី១ ឃុំកំពង់ភ្លុក លោកឈន&nbsp; គុជស៊ាក់ បាននិយាយថា កាលពីខែមករា ឆ្នាំ២០២១ មន្ត្រីជំនាញនៅក្រ​សួ​ង​ធនធានទឹក បានចុះមកសិ​ក្សាបញ្ហានេះដែរ ប៉ុន្តែថា ម​ក​ដល់​ពេលនេះ មិនទាន់ទទួលបានព័ត៌មានពីការបង្កើតប្រព័ន្ធទឹកស្អាតនៅតំបន់នេះនៅឡើយទេដោយលោកបានអះអាងថា ប្រហែលដោយសារជំងឺកូវីដ-១៩។</p>



<p class="wp-block-paragraph">មន្ត្រីឃុំរូបនេះ បានឃើញយល់ថា បើទោះគ្មានប្រព័ន្ធទឹកស្អាតប្រើប្រាស់ តែពលរដ្ឋនៅតំបន់នោះ មានប្រភពទឹកប្រើប្រាស់ប្រចាំថ្ងៃបាន ដូចជា ទឹកទន្លេ និងទឹកស្រះជាដើម ហើយថាប្រជាពលរដ្ឋខ្លះ ក៏មានលទ្ធភាពទិញទឹកបរិសុទ្ធ សម្រាប់បរិភោគ​ផងដែរ។</p>



<p class="wp-block-paragraph">&nbsp;តែយ៉ាងណាមន្ត្រីឃុំដដែលអះអាងបាននិយាយថា ប្រជាពលរដ្ឋនៅឃុំនេះ ចន្លោះ​ពី ៨០ទៅ៩០ភាគរយ មានការយល់ដឹងជុំវិញការប្រើប្រាស់ទឹក ដោយមានអនាម័យ ក្នុងចំណោមពលរដ្ឋ ៩៩០ គ្រួសារ ដែលមានសមាជិក ៣ ៨៤១​នាក់។</p>

<p class="wp-block-paragraph">លោកបាននិយាយថា៖ «ក្នុងនាមរដ្ឋបាលឃុំ យើងក៏ព្យាយាមដោះស្រាយដែរ បញ្ហាខ្វះទឹកស្អាតហ្នឹង​ តាមរយៈទាក់​​ទ​ងក្រសួងធនធានទឹក អង្គការដៃគូរ។ តែជម្រើសដែលយើងមិនទាន់ទទួលបាននោះ គឺ​មិនទាន់មានការឆ្លើ​យតបពិតប្រាកដជាក់លាក់ណាមួយ ប៉ុន្តែគម្រោងយើងសរសេររួចអស់ហើយ»។​</p>



<p class="wp-block-paragraph">ប្រធានមន្ទីរឧស្សាហកម្ម វិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ ខេត្តសៀមរាប លោកជា វុធឡុង បានមានប្រ​សា​សន៍ថា ខេត្តមិនទាន់មានលទ្ធភាពផ្គត់ផ្គង់ប្រព័ន្ធទឹកស្អាត ទៅដល់តំបន់ជនបទនៅឡើយទេ។</p>



<p class="wp-block-paragraph">លោកបាននិយាយថា៖ «រដ្ឋអត់ទាន់មានលទ្ធភាពធ្វើទេ ព្រោះរដ្ឋធ្វើតែក្រុងសៀមរាបបំពេញមិនគ្រប់ផង ហើយដល់ពេ លចង់បានទឹកស្អាតប្រើដល់ទីជនបទទាល់យកឯកជនមកជួយ។[…] ព្រោះវិស័យទឹកស្អាតគេវិនិយោគទៅ​រ​បស់ របរសម្ភារៈមិនមែនដើមទុនតិចទេ គឺកន្លះលានទៅមួយលាន[លានដុល្លារ]អី។ អាហ្នឹងខ្នាតតូចផ​ង ដល់ពេលចឹងវាអត់មានអ្នកវិនិយោគធ្វើទេ»។</p>



<p class="wp-block-paragraph">ប្រធាននាយកដ្ឋានផ្គត់ផ្គង់ទឹកជនបទនៃក្រសួងអភិវឌ្ឍន៍ជនបទ លោកស្រ៊ិន ពុទ្ធី បានឱ្យដឹងថា បញ្ហាប្រ​ឈ​​មនៃការខ្វះខាតទឹកស្អាតនៅកំពង់ភ្លុកនេះ លោកនឹងទាក់ទងទៅកាន់មន្រ្តីឱ្យចុះពិនិត្យ។</p>



<p class="wp-block-paragraph">លោ​កបានបញ្ជាក់ថា ការតបណ្ដាញទឹកស្អាតនៅទូទាំងប្រទេសសម្រេចបាន ៧៥,១២ភាគរយ ខណៈជា​ង ​២៤ភាគរយទៀត នៅមិនទាន់តបណ្តាញទឹកស្អាតទៅដល់ទេ។</p>



<p class="wp-block-paragraph">លោ​កបាននិយាយថា៖ «ចំពោះបញ្ហា និងការប្រឈមនៃការខ្វះខាតទឹកស្អាតប្រើប្រាស់នៅតំបន់កំពង់ភ្លុកនេះ ក្រសួងមិនទាន់ទទួលបានព័ត៌មានទេ។ ខ្ញុំនឹងឱ្យខាងមន្ទីរអភិវឌ្ឍន៍ជនបទចុះពិនិត្យមើល»។</p>



<p class="wp-block-paragraph">តែយ៉ាងណា លោកពុទ្ធី បានបញ្ជាក់ថា ក្រសួង​បានកំណត់​ត្រឹម ឆ្នាំ២០២៥ ខាងមុខនេះ ពលរដ្ឋកម្ពុជាទាំងអ​ស់នឹងទទួលបានទឹកស្អាតប្រើប្រាស់គ្រប់ៗគ្នា។</p>



<p class="wp-block-paragraph">របាយការណ៍ អង្គការយូនីសេហ្វ អំឡុងឆ្នាំ២០១៩ បាននិយាយថា ប្រជាពលរដ្ឋកម្ពុជាម្នាក់ ក្នុងចំណោមបីនាក់ ប្រើប្រាស់ទឹកពីប្រភពដែលពុំត្រូវបានកែលម្អ &nbsp;ហើយពួកគេមិនបានបែងចែកសំណល់រប​​ស់មនុស្ស ឱ្យនៅដោយឡែកពីមនុស្ស ប្រកប​ដោយអនាម័យនោះឡើយ។</p>



<p class="wp-block-paragraph">&nbsp;អង្គការនេះ បានរកឃើញទៀតថា ក្នុងចំណោមសាលាមត្តេយ្យសិក្សាចំនួន១០ មាន​ ៧សាលា&nbsp;ដែលពុំមានបរិក្ខា​​រអនាម័យ&nbsp; និងទឹកស្អាត ហើយក្នុងចំណោមមណ្ឌលសុខភាព នៅតំបន់ជនបទចំនួនពីរ មានមួយកន្លែង​ដែលពុំមានទឹកគ្រប់គ្រាន់សម្រាប់ប្រើប្រាស់ពេញមួយឆ្នាំ។</p>



<p class="wp-block-paragraph">បញ្ហានេះ យូនីសេហ្វបានបញ្ជាក់ថា កុមារបន្តជួបបញ្ហាក្រិសក្រិន និងបាត់បង់ជីវិត ដោយសារមូលហេតុពាក់ព័ន្ធ​នឹងទឹ​កស្អា​ត និងអនាម័យ ដែលគេអាចបង្ការជាមុនបាន កន្លែងលាងដៃនៅក្នុងសហគមន៍ និងសាលារៀន​រ​បស់​ពួ​កគេ។ ជាពិសេសនៅតាមតំបន់ជនបទ ប្រជាពលរដ្ឋមានចំណេះដឹងតិចតួច អំពីសារៈសំខាន់នៃ​អនាម័យ​​ត្រឹមត្រូវ៕</p>

<p class="wp-block-paragraph">មានលំនៅដ្ឋាននៅភូមិ​អូប៉ោង ឃុំឃុនរាម ស្រុកបន្ទាយស្រី ខេត្តសៀមរាប លោកឆើត ឈន ដែល​មាន​សមាជិក​គ្រួសា​រ ៨នាក់ បានរៀបរាប់ថា​​ នៅក្នុង​ភូមិនេះ បើ​ទោះ​បី​ជា​មាន​ខ្សែ​ភ្លើង​ចូល​ដល់​ ​ក៏​ពិត​មែន ​តែមិន​ទាន់​មាន​អគ្គិសនីសម្រាប់​ប្រើប្រាស់នៅឡើយ​​ទេ។</p>



<p class="wp-block-paragraph">លោកបន្តថា ផ្ទះរបស់​លោក បាន​ប្រើប្រាស់ភ្លើង​គោយន្ត សូឡា និង​អាគុយ សំរាប់​​បំភ្លឺ​ក្នុងផ្ទះ ហើយប្រើម៉ាស៊ីន​ភ្លើង​ សំរាប់បូមទឹក​ពី​អណ្តូង និង​ប្រើប្រាស់​សំរាប់​​តម្រូវ​ការ​ក្នុង​ការ​ធ្វើការ​ងារផ្សេងៗ​។</p>



<p class="wp-block-paragraph">លោកឆើត ឈន បានរៀបរាប់យ៉ាងដូច្នេះថា៖​ «បើមានភ្លើង[អគ្គិសនី​]រដ្ឋមកវាស្រួល ពួកខ្ញុំប្រើភ្លើងគោយន្តនេះពេល​យើង​ចង់​ផ្សា​អី​ផ្សេងៗ​វា​ស្រួល។ ពេលខ្ញុំមានធុងបាស់អញ្ចេះ ពេលចង់ស្តាប់បើកលេងទៅ ដល់អានោះពិបាកបញ្ចេះម៉ាស៊ីនវាថ្លង់ [… ] ប្រើសូឡាអត់បានទេ ទាល់តែបញ្ចេះម៉ាស៊ីន។ សូឡា បានតែអំពូលទេ បើយើងប្រើកម្តៅរាល់ព្រឹកក៏អស់ដែរ បើ​អាគុយទៅរត់បានប៉ុន្មានទេ»។</p>



<p class="wp-block-paragraph">លោកបានបន្ថែមថា ការប្រើម៉ាស៊ីនភ្លើង បូមទឹកពីអណ្តូងសំរាប់យកមកប្រើប្រាស់ប្រចាំថ្ងៃ មានតំលៃខ្ពស់ និង​អស់​​សាំងច្រើន។​ ករណីនេះ លោក​ស្នើ​ទៅអាជ្ញាធរខេត្តជួយ​ពន្លឿនការតចរន្ត​អគ្គីសនីដល់ភូមិនេះ ឱ្យ​បាន​ប្រើប្រា​ស់ឆា​ប់​ៗ​ ដើម្បីកាត់បន្ថយ​​ការចំណាយ និង​មាន​ភាព​ងាយស្រួលសម្រាប់ប្រជាពលរដ្ឋ។</p>



<p class="wp-block-paragraph">លោកឆើត ឈន បានថ្លែងថា៖ «សំណូមពរចង់ឱ្យ​​គេដាក់ភ្លើង​ឆាប់ អាង​បានប្រើនឹងគេស្រួល ឱ្យ​តែបាន​ភ្លើង​មក​យើងធ្វើអីក៏បានដែរ យើងចង់ផ្សា យើងទិញបំពង់ខ្យល់មកទុកប៉ះកង់អីបាន វាស្រួល​អត់​ពិបាក​ទៅបញ្ឆេះម៉ាស៊ីន សព្ធថ្ងៃគេប្រើម៉ូទ័រស្រួល[…]បើបូមទឹកផង មួយខែប៉ះណា អស់សាំង១០​ទៅ២០លីត​ ព្រោះ​ប្រើ​ច្រើន​ ម៉ាលូអស់សាំង១លីត្រជាង អីម៉ាលីត្រសុទ្ធតែជាងបីពាន់ប្រាំរយ(រៀល) […] ប្រើ​បោកខោអាវ​អីផង​ប្រហែស​ភ្លេច​ខ្លួន​អស់ទឹកបោក​រលើង»។</p>



<p class="wp-block-paragraph">រីឯ ពលរដ្ឋ​ម្នាក់ទៀតរស់​នៅភូមិអូប៉ោងនេះដែរ ​អ្នក​ស្រីយៀត យន់ ដែលកំពុងទន្ទឹង​រង់​ចាំ​មើលការតភ្ជាប់ចរន្តអគ្គិសនី ទៅដល់ភូមិរបស់គាត់នោះ បាននិយាយថា អ្នកស្រី​ធ្លាប់បាន​ដាក់ពាក្យស្នើរសុំអគ្គិសនី​ប្រើប្រាស់ម្តង​​ហើយ​ តែ​មិន​ទាន់​បាន​។</p>



<p class="wp-block-paragraph">គ្រួសារអ្នកស្រី ប្រើអាគុយតូច និងសូឡា ដើម្បីបំភ្លឺក្នុងផ្ទះនៅពេលរាត្រី តែត្រូវត្បិតត្បៀតខ្លាំង ក្នុងការប្រើប្រាស់ ​ដោយសារ​ថាមពល​មិនសូវមានគ្រប់គ្រាន់ ហើយ​បើចង់យកទឹកមកប្រើប្រាស់ ត្រូវប្រើម៉ាស៊ីនភ្លើងបូមទឹកពីអណ្តូង។</p>



<p class="wp-block-paragraph">អ្នកស្រីយៀត យន់ បាននិយាយ​ថា៖ «ពិបាកមែនទែន ងងឹត ជួនថ្ងៃណាអាគុយ ពេលមេឃវាអាប់មក អាគុយវាអត់ចាប់ វាអស់ទៅ សូឡាតែអត់ត្រូវកម្តៅក៏អត់ភ្លើងដែរ មានបានចាប់អាគុយផ្ទាល់ ដល់ហូបបាយហើយរួច មានដែល​​ហ៊ានប្រើ ខ្ជះខ្ជាយអីមកពីអត់មានកំដៅ&nbsp; [… ] ប្រើអំពូល មួយពី មានអីដាក់អំពូលច្រើន កង្ហាអត់ មានកង្ហាមិនហ៊ានប្រើ អាគុយតូចដែរ»។</p>

<p class="wp-block-paragraph">លោកលី សំរិទ្ធ បានមានប្រសាសន៍ថា៖ «ខ្ញុំពិតជាបានដឹងថា​ ប្រជាជននៅភូមិ អូប៉ោង ឃុំឃុនរាម ស្រុកបន្ទាយស្រី ខេត្ត​សៀមរាប ពួកគាត់ពិតជាមានការខ្វះខាតអគ្គិសនីប្រើប្រាស់មែន ដោយសារតែ​ពួកគាត់គឺជាអ្នកចំណូលថ្មី ដូចនេះ ក្នុង​នាមយើងជាអ្នកដឹកនាំ យើងត្រូវតែជួយកន្លែងណាដែលចាំបាច់មុនសិន ហើយប្រទេស​របស់​យើង​មិន​ដូចជា​ប្រទេស​ជប៉ុន​ទេ។ ប្រទេសជប៉ុនទាញយកអគ្គិសនីតាមរយៈនុយក្លែអ៊ែរ ចំណែកប្រទេសយើងទាញ​យក​អគ្គិសនី​តាម​រយៈវារី​អគិ្គសនី»។ </p>



<p class="wp-block-paragraph">លោកបានមានប្រសាសន៍បន្ត​ថា៖ «ដើម្បីចូលរួមកាត់បន្ថយភាពក្រីក្រ និងបង្កើតសុខដុមនីយភាពនៃការរស់នៅរបស់ប្រជាជននៅតំបន់ជនបទ រាជរដ្ឋាភិបាលបានជំរុញការអភិវឌ្ឍអគ្គិសនីភាវូបនីយកម្មជនបទជាបន្តទៀត ដើម្បីធ្វើយ៉ាងណាសម្រេច ឱ្យ​​បាននូវគោលដៅជាយុទ្ធសាស្រ្តចំនួនពីរ គឺ ទី១. ដល់ឆ្នំា២០២០ ភូមិទំាងអស់ទូទំាងព្រះរាជាណាចក្រកម្ពុជា នឹងមានអគ្គិសនីប្រើប្រាស់ពីប្រភពអគិ្គសនីផេ្សងៗ និងទី២.ដល់ឆ្នំា២០៣០ យ៉ាង​ហោច ៩០% នៃគ្រួសារទំាងអស់ទូទាំងព្រះរាជា​ណាចក្រកម្ពុជា នឹងមានអគ្គិសនីដែលមានគុណភាពដូច​អគិ្គសនីពីខែ្សបណ្តាញជាតិប្រើប្រាស់»។</p>



<p class="wp-block-paragraph">លោកឃឹម ហ្វីណង់ អភិបាលស្រុកបន្ទាយស្រី ខេត្តសៀមរាប បានមានប្រសាសន៍ថា សម្រាប់​ស្រុកបន្ទាយ​ស្រី​ មាន​ប្រជាពលរដ្ឋ​​មិនដល់១០ភាគរយទេ ដែលនៅមិនទាន់មាន​បណ្តាញអគ្គិសនីប្រើប្រាស់​។</p>



<p class="wp-block-paragraph">ជុំវិញបញ្ហាខាងលើនេះ ប្រធានអគ្គីសនីខេត្តសៀមរាប លោកគង់ ផល្លា បានបដិសេធក្នុងការអត្ថាធិប្បាយ ដោយអះអាងថា៖ «ខ្ញុំមិនអាចមានសមត្ថកិច្ចក្នុងការផ្តល់បទសំភាសន៏បានទេ»។</p>



<p class="wp-block-paragraph">យោងតាមរបាយ​ការណ៍​ឆ្នាំ​២០១៩ ដែល​ចេញ​ដោយ​អាជ្ញាធរ​អគ្គិសនី​កម្ពុជា ​ឱ្យ​ដឹង​ថា គិត​ត្រឹម​ឆ្នាំ​២០១៩​ អគ្គិសនី​កម្ពុជា ​អាច​ផ្គត់​ផ្គង់​បាន​ដល់​ពលរដ្ឋ​ជិត ​៣លាន​នាក់​ប៉ុណ្ណោះ ខណៈ​ពលរដ្ឋ​កម្ពុជា មាន​​ជាង ​១៥,៣លាន​​នាក់។</p>



<p class="wp-block-paragraph">ប្រធានទីប្រឹក្សានៃគំរោងជំរុញទីផ្សារសម្រាប់កសិករខ្នាតតូចនៃ​ក្រសួងពាណិជ្ជកម្ម លោកអ៊ុង តារារ័ត្នមុនី មាន​ប្រសាសន៍ថា អគ្គិសនី ​គឺ​ចាំ​បាច់​ខ្លាំង​បំផុត​សម្រាប់​ប្រជាកសិករ និង​អ្នក​បង្កើត​អាជីវកម្ម​ទាំង​អស់​នៅ​កម្ពុជា ដោយ​ថា ​វា​បាន​ជួយ​សម្រួល​ច្រើន​ដល់​ការងារ​ប្រចាំ​ថ្ងៃ​របស់​ពលរដ្ឋ និង​ថ្លៃ​ចំណាយ​ដែល​មិន​ចាំ​បាច់​មួយ​ចំនួន​។</p>



<p class="wp-block-paragraph">លោក​បន្តថា ការ​ពង្រីក​សេវា​អគ្គិសនី​ដល់​មូល​ដ្ឋាន​របស់​ពលរដ្ឋ នឹង​សម្រួល​ដល់​ការ​ចំណាយ​របស់​ពលរដ្ឋ និងអាច​បង្កើន​នូវ​ឱកាស​អាជីវកម្ម​ដល់​ពលរដ្ឋ​ផងដែរ។</p>



<p class="wp-block-paragraph">ទាក់ទងនឹងរឿងនេះ អគ្គនាយកនៃអគ្គនាយកដ្ឋានថាមពល​នៃក្រសួងរ៉ែ និងថាមពល លោកវិចទ័រ ហ្សូនា បានមានប្រសាសន៍ថា កន្លងមក ក្រសួងមានផែនការកំណត់ថា ក្នុង២០២០កន្លងទៅនេះ កម្ពុជានឹងអាចផ្គត់ផ្គង់ភ្លើងអគ្គិសនីប្រើប្រាស់គ្រប់គ្រាន់។ ប៉ុន្តែផ្ទុយទៅវិញ ឆ្នាំ២០២១ទៅហើយ នៅតែមិនទាន់មាន​គ្រប់គ្រាន់​នៅឡើយ។</p>



<p class="wp-block-paragraph">ប៉ុន្តែយ៉ាងណាក្តី ក្រសួងមានផែនការឱ្យប្រជាពលរដ្ឋកម្ពុជា មានថាមពលអគ្គិសនីប្រើប្រាស់សម្រេចឱ្យបាន ៩៧,៤% ទូទាំងប្រទេស ក្នុងចំណោម ១៤ ១៦៨ ភូមិ។ នៅសល់ជាង ៤០០ភូមិទៀត ដែលមិនទាន់មានភ្លើងប្រើប្រាស់។ តាមផែនការរបស់ក្រសួង និងរដ្ឋាភិបាល ក្នុងរយៈពេលបីឆ្នាំទៀត ទើបសំរេចគោលដៅបាន១០០%។</p>



<p class="wp-block-paragraph">លោកបន្តថា ថាមពលអគ្គិសនីកម្ពុជាបច្ចុប្បន្ន មានប្រភពពីក្នុងស្រុកមានចំនួន ៨៥% ដែលបានមកពីវារីអគ្គិសនី ធ្យូងថ្ម ថាមពលសូឡា ថាមពលបាយយ៉ូម៉ាក់ និងប្រភពនាំចូលពីប្រទេសជិតខាងប្រមាណជា ១៥%។</p>



<p class="wp-block-paragraph">ត្រឡប់​ទៅកាន់គ្រួសារ អ្នកស្រី យៀត យន់ វិញ អ្នកខេត្តសៀមរាបរូបនេះ រំពឹងថា នឹងទទួលបានចរន្ត​អគ្គិសនីប្រើប្រាស់​ឆាប់ៗនេះ​ ពោលគឺនៅមុនពេលចូលឆ្នាំខ្មែរខាងមុខនេះ។</p>

		<title>Filmmakers Yearn for Cambodia’s Industry to Reach Its Potential</title>

<p class="wp-block-paragraph">Cambodian filmmakers say they believe in the industry’s potential — film can reflect the values of society, and expand the boundaries of culture both emotionally and intellectually. Low costs in the country could even attract foreign productions to shoot here.</p>



<p class="wp-block-paragraph">But there are a myriad of obstacles: Most of all, there is no film school in the country. Actors are plucked from the streets instead; production crews are assembled amid a scarcity of skilled talent — the industry lacks the capacity to carry out multiple major productions at the same time.</p>



<p class="wp-block-paragraph">Hot Ravy, a freelance scriptwriter and director, has seen waves of filmmakers in the country rise up, and quickly dissolve: Most budding directors soon give up, and find more realistic jobs, he says.</p>



<p class="wp-block-paragraph">“It’s very difficult looking for talent,” he says. “We mostly pick actors and actresses from the street.”</p>



<p class="wp-block-paragraph">Sothea Ines, who began writing scripts in 2012, says Cambodian filmmakers must essentially fend entirely for themselves, including saving up from odd jobs to pursue a costly passion.</p>



<p class="wp-block-paragraph">“It’s a really tough situation for upcoming, aspiring filmmakers because in Cambodia, we don’t even have a film school,” she says. There is “no funding, no support, no platform. So far, I’ve been making my short films using my own savings from doing jobs for others.”</p>



<p class="wp-block-paragraph">The challenges, however, are ultimately worth it for Ines. “It’s always a great joy as a filmmaker to see stories that were only on paper and in my head come alive,” she says.</p>



<p class="wp-block-paragraph">Ruth Sansitny, a lecturer at the Royal University of Phnom Penh’s department of media and communication and a freelance director, says the industry has a long way to go.</p>



<p class="wp-block-paragraph">There has been some progress in the commercial film sector — mostly for producing advertisements — but it threatens to crowd out creative filmmaking, he says. “If commercial films become too dominant, the thoughts of society are limited to this very small goal; nothing new will be created emotionally or intellectually.”</p>



<p class="wp-block-paragraph">But financial realities make it hard to pursue creative work. “The most common problem I face is when I work on commercials I have money but no time, and when I work on my own films I have time but no money,” he says.</p>



<p class="wp-block-paragraph">“My goal is to ultimately be in the creative film industry, and it has been difficult over the years to find the right balance between having adequate money and doing what I really love.”</p>



<p class="wp-block-paragraph">The difficulty is compounded for anyone who is trying to get established, he says.</p>



<p class="wp-block-paragraph">“I think it’s really hard for young filmmakers just starting out to have the right balance between money and time because film is such an expensive medium.”</p>



<p class="wp-block-paragraph">For Sansitny, however, the potential is clear.</p>



<p class="wp-block-paragraph">“Our Cambodian cinema should have many directors telling diverse stories in a way that is distinctly Cambodian,” he says.</p>



<p class="wp-block-paragraph">“That means in film, many different types of films being made, challenging us as viewers to confront our own biases and the problems of our society.”</p>



<p class="wp-block-paragraph">Foreign productions are looking at Southeast Asia as a low-cost destination for shooting. “But currently we lack the skill and expertise to support having multiple big productions,” he says. “The creative film industry needs to develop new skilled directors to grow their personal voice, stories, and style.”</p>



<p class="wp-block-paragraph">An Pagna, a drama professor and dean at the Royal University of Fine Arts, says establishing a film school has long been discussed, but it is too expensive an undertaking.</p>



<p class="wp-block-paragraph">The university has had a director in charge of drama, dance and circus since 1990, and it already has some lecturers who can teach film, but to thrive it needs a dedicated department, he says. “We don’t have a film school because it would require a lot of money to establish it.”</p>



<p class="wp-block-paragraph">He adds that the university already has trouble keeping both students and teachers focused on their lessons.</p>



<p class="wp-block-paragraph">“Some teachers aren’t focused on their teaching during class. They just talk about their families’ stories or topics unrelated to the lesson. The students themselves often come to class late because they are busy with their work, and they are focused more on money than education,” Pagna says.</p>



<p class="wp-block-paragraph">“Every year all the students graduate successfully whether or not they are weak or outstanding, so we only get quantity and no quality,” he says.</p>



<p class="wp-block-paragraph">Ravy, the freelance scriptwriter, says that if the market could grow, filmmaking could become an important part of the country’s cultural fabric.</p>



<p class="wp-block-paragraph">“It is related to the cultural traditions of the country; we make films to show ideas to people — our thinking behind what’s bad and good.”<br></p>

<p class="wp-block-paragraph">នាយកវិទ្យាល័យ​នេះ​គឺ​លោក លោក ឡាក់ ឈាងឡាយ ប្រាប់​អ្នក​យក​ព័ត៌មាន​ថា នៅឆ្នាំ២០១៩នេះ​មានសិស្សសរុប៧៩៦នាក់ ក្នុងនោះ មានសិស្សស្រី ៤២៨នាក់ កំពុង​ស្នាក់​នៅ​ និង​សិក្សា​ក្នុង​សាលា​របស់​លោក។ នៅក្នុង​ចំណោម​សិស្សទាំងនោះ​មានសិស្ស​ប្រុស៥៥នាក់ និងសិស្សស្រី១៨នាក់ បោះបង់​ការ​សិក្សា ។</p>



<p class="wp-block-paragraph">បើ​តាម​លោក ឡាក់ ឈាងឡាយ អ្នក​ដែលបោះ​បង់​ចោល​ការ​សិក្សា​ គឺ៩១ភាគរយ​​ជា ​ជនជាតិ​​ដើម​ភាគតិច ដោយសារកត្តាជីវភាព និងប្រពៃណីរៀបការវ័យក្មេង។</p>

<p class="wp-block-paragraph">ប្រធាន​មន្ទីរ​អប់រំខេត្ត​រតនគិរី លោក ខាត់ សាម៉ាល់ មានប្រសាសន៍ថា បញ្ហាប្រឈមដែលនាំឲ្យសិស្សមួយ ចំនួននៅ ខេត្តរតនគិរី បោះបង់ការសិក្សាដោយសារឪពុកម្តាយ ឬអាណាព្យាបាល បញ្ហាចំណាកស្រុក ឆាប់រៀបការ និងការ​ចូលរៀនលើសអាយុជាដើម។</p>

<p class="wp-block-paragraph"> Mak Remissa, an award-winning photojournalist whose photographs evoking memories of the Khmer Rouge has brought him renown as an artist, decided to put down his camera and pick up a paintbrush for his latest exhibition. </p>

<p class="wp-block-paragraph">For the Photo Phnom Penh festival, which opened on Thursday evening, Remissa is showcasing 10 self-portraits in oil, saying that painting was in fact his specialty at university. Even though he is now busy with his job as a photographer, he never forgot his painting.</p>



<p class="wp-block-paragraph">“I really love painting. That’s the reason I attended the Royal University of Fine Arts,” he said.</p>



<p class="wp-block-paragraph">Remissa was born on September 5, 1970. In 1995, he graduated with a degree in painting from the Royal University of Fine Arts.</p>



<p class="wp-block-paragraph">The following year, he began working as a photojournalist for the French-language newspaper Cambodge Soir in Phnom Penh, and his work as a photographer has continued. He currently shoots for the European Pressphoto Agency.</p>



<p class="wp-block-paragraph">Nevertheless, he always held onto a wish that he could hold a painting exhibition at least once in his life.</p>



<p class="wp-block-paragraph">The 10 self-portraits at Photo Phnom Penh exhibit a variety of styles, from featuring bold, exuberant brushstrokes to more delicate scenes with his wife. He carries a camera in each.</p>



<p class="wp-block-paragraph">A blurb accompanying one of the paintings describes it as a portrait “in which he appears tired, exhausted by the weight of the cameras, by the repetition, by a form of boredom, obviously.”</p>



<p class="wp-block-paragraph">The festival’s art director, Christian Caujolle, said funding to continue the annual exhibition was currently in an uncertain state, and it was unclear whether Photo Phnom Penh could be held again next year.</p>



<p class="wp-block-paragraph">However, Caujolle said he also had plans to open a new school for photography and video in Phnom Penh next year, and hoped the photo festival could continue as part of the school.</p>



<p class="wp-block-paragraph">“The first year, we will collect 50 students and they can study for free for three years,” he said.</p>



<p class="wp-block-paragraph">Photo Phnom Penh, which started in 2008, this year runs from October 24 to November 24, and is held at the Institut Francais, Java Café, Tor Tim Art Gallery, the Plantation Hotel, Futures Factory, Sra’Art Gallery and Bophana Center in Phnom Penh, and Batia Sarem Gallery in Siem Reap.</p>



<p class="wp-block-paragraph">More than 40 artists are taking part, including Remissa, Khvay Samnang, Philong Sovan, Kim Hak, Isabel Muñoz and John Vink.<br></p>

<p class="wp-block-paragraph">A new generation of environmentally conscious Cambodians are turning to vegetarianism out of concern for climate change, but say finding meat-free food in the country remains a challenge.</p>

<p class="wp-block-paragraph">Students and young workers around Phnom Penh who have turned to eating a plant-based diet told reporters this month that they were concerned by the emissions, environmental costs and cruelty of animal farming and hoped to see vegetarianism become a wider trend in the country.</p>



<p class="wp-block-paragraph">Thai Sokcheng, 23, an NGO program manager, said she became vegetarian about two years ago out of her love for animals and the environment.</p>



<p class="wp-block-paragraph">“I wanted to be more sustainable,” Sokcheng said. “I just came to realize how important this diet [is in connection] to helping the environment [after] reading articles and watching documentaries.”</p>



<p class="wp-block-paragraph">She also had four cats at home, and it made her not want to eat other animals, she said.</p>



<p class="wp-block-paragraph">“I kind of have empathy towards other animals as well with the love I have for my cutie cats,” she said in a message.</p>



<p class="wp-block-paragraph">Sokcheng said it was still hard to find vegetarian restaurants around Phnom Penh, but it seemed the situation was improving in recent years.</p>



<p class="wp-block-paragraph">Yong Heng, a 26-year-old international relations student at Pannasastra University, said he was concerned about the environmental impact of meat farming.</p>



<p class="wp-block-paragraph">“I wish our country would be less polluting to the environment,” Heng said.</p>



<p class="wp-block-paragraph">If half of the country’s 16 million people were to become vegetarian, there would be fewer problems with diseases and chemicals from imported meat, no African Swine Fever, and “our country would be covered by plants and trees,” he said.</p>



<p class="wp-block-paragraph">But for now, “in Cambodia, not so many people understand about being vegetarian so it is difficult to find a vegetarian restaurant,” he said. “Maybe in 10 more years, there might be a lot of vegetarian restaurants in Phnom Penh.”</p>



<p class="wp-block-paragraph">Heng added that he hoped vegetarian options would be added to the menus of university cafeterias, and that the Education Ministry would make it a requirement.</p>



<p class="wp-block-paragraph">Keung Chankirirom, 22, who studies chemical engineering and food technology at the Institute of Technology of Cambodia, said that for him being vegetarian wasn’t only about the environment.</p>



<p class="wp-block-paragraph">“I like to eat vegetarian food because it is delicious and makes me healthy,” Chankirirom said.</p>



<p class="wp-block-paragraph">He was also concerned about runoff from animal feces polluting the environment, he said, and wanted to see more plants grown to absorb greenhouse gases.</p>



<p class="wp-block-paragraph">Sok Luk, co-founder of Scholar Library, a community library in Phnom Penh, said dining options for vegetarians in the city were slowly expanding.</p>



<p class="wp-block-paragraph">“In the past it was difficult to find a vegetarian [meal] but now it is a little better to find a vegetarian place in Phnom Penh,” he said.</p>



<p class="wp-block-paragraph">He ate mostly vegetarian at home, but found that eating vegetarian at restaurants could be a little expensive, he said.</p>



<p class="wp-block-paragraph">Vat Phearun, the founder of Evergreen Vegetarian House in Daun Penh district, who goes by Steven, said when he opened his restaurant 10 years ago, there were almost no vegetarian places to eat out.</p>



<p class="wp-block-paragraph">“So my family decided to open a vegetarian restaurant in Phnom Penh,” he said.</p>



<p class="wp-block-paragraph">His menu contains the quote, “Animals are my friends, and I do not eat my friends.”</p>



<p class="wp-block-paragraph">Steven said his whole family eats vegetarian for religious reasons.</p>



<p class="wp-block-paragraph">According to a study in the journal Nature published in October 2018, producing beef emits more than 100 times as much greenhouse gases as growing legumes.</p>



<p class="wp-block-paragraph">The study, which was cited in a<a href="https://edition.cnn.com/2018/10/18/health/plant-based-diet-climate-change-food-drayer/index.html"> CNN report</a> last year, says diets high in red meat, alongside a growing population, could increase the pressure that the food system puts on the environment by up to 90 percent by 2050.</p>



<p class="wp-block-paragraph">That level of pressure would exceed “key planetary boundaries that define a safe operating space for humanity beyond which Earth’s vital ecosystems could become unstable,” study author Marco Springmann told CNN.</p>



<p class="wp-block-paragraph">Australian federal research institute CSIRO says livestock farming contributes up to 18 percent of total greenhouse gas emissions worldwide, and farming makes up about 70 percent of all freshwater use by weight, according to the U.N. Food and Agriculture Organization,<a href="https://www.abc.net.au/news/rural/2018-05-06/vegan-alternative-plant-based-meat-grown-in-lab/9726436"> the Australian Broadcasting Corporation reported</a>.<br></p>

<p class="wp-block-paragraph">University education in Cambodia is suffering because many students need to work full-time to support their living, students and university staff said.</p>

<p class="wp-block-paragraph">Reporters interviewed several students this month who work full-time while studying at universities in Phnom Penh. They all expressed their feelings of concern, saying it was a struggle to keep up with their studies at the same as working several hours every day.</p>



<p class="wp-block-paragraph">Leang Leakhena, 20, studies dentistry at the University of Health and works full-time as a dentist’s assistant. She has experienced many consequences from trying to do both at the same time because work and school takes up a lot of time, Leakhena said.</p>



<p class="wp-block-paragraph">“I am working full-time in Phnom Penh and when I leave from the workplace, it’s tiring and I can only go to school irregularly because on some days [my] workplace has many things to do or is very busy,” she said.</p>



<p class="wp-block-paragraph">Kuy Nary, a 21-year-old marketing student at the Preah Kossomak Polytechnic Institute, works at the University of Cambodia’s Honda library full-time. She said she was always feeling tired, and because of her work she could not try her best in her studies.</p>



<p class="wp-block-paragraph">“[With both] studying and working, [I] do not have enough time to study. We know that for many workplaces it is not easy to do,” she said.</p>



<p class="wp-block-paragraph">Two students at the University of Cambodia also agreed that it is difficult to work and study at the same time.</p>



<p class="wp-block-paragraph">Fourth-year international relations student Yet Yin, 26, said he works full-time as a quality and assurance leader in a clothing factory and studies in the evening. He faces many challenges and said sometimes he cannot attend school or focus on his lessons.</p>



<p class="wp-block-paragraph">“When I return from [my] workplace, [I’m] so tired and can&#8217;t focus 100 percent on the lesson. Also, during busy seasons at work and school, it puts a lot of pressure on me,” he said.</p>



<p class="wp-block-paragraph">Chhun Sreykunsocheata, a third-year student in business management, has worked full-time as a seller at flower shop Capi Cambodia since finishing high school. She said her workplace is very far from her house and school, and causes her to be always late to school.</p>



<p class="wp-block-paragraph">“It feels like a lot of pressure, especially when we do assignments. Sometimes [when I] have to help with teamwork, because [I’m] busy, I can&#8217;t help my team,” she said.</p>



<p class="wp-block-paragraph">At Pannasastra University, Eom Sreyne, 19, who is studying English teaching, said she works as a teacher’s assistant from 7:10 a.m. to 12:30 p.m. in the mornings and afternoons from 12:30 to 5:00 p.m. She then studies at Pannasastra from 5:30 to 8:30 p.m.</p>



<p class="wp-block-paragraph">“I am working because I need money to support my studies, and I do not want to depend on my parents. I also face problems with my studying because when I worry about my work, I can’t focus on my studies and sometimes I am so tired after working,” she said.</p>



<p class="wp-block-paragraph">Hok Ly, a lecturer who teaches public policy at the University of Cambodia, agreed with the students that working full-time can affect how well they do in class.</p>



<p class="wp-block-paragraph">“For students whose workload [continues] until overtime, when they enter the classroom they feel sleepy and tired and can’t capture the lesson,” he said.</p>



<p class="wp-block-paragraph">However, for third-year students, it is good practice to work and study at the same time to gain experience, Ly said.</p>



<p class="wp-block-paragraph">Chen Veun, director of the scholarships and grant loans office at Pannasastra University, said the situation causes many students to be unable to graduate within four years, and also impacts their grades.</p>



<p class="wp-block-paragraph">“Most of them extend their study period. They are supposed to study only four years, but most of them finish their studies in six years,” he said. “Based on their study records, they get very low grades. Sometimes, they are required to repeat their failed courses.”</p>



<p class="wp-block-paragraph">However, students who work full-time can reduce their course load to better focus on getting good grades, even if it takes more years to graduate, he said.</p>



<p class="wp-block-paragraph">“By focusing on quality and the results of their study, without being concerned about the study period, students still have been able to get good grades even while working full-time,” Veun said. “For example at PUC, students can enroll in fewer courses than required for one term or semester.”</p>



<p class="wp-block-paragraph">Nevertheless, Veun said he still recommends that students only start working in their third year.</p>



<p class="wp-block-paragraph">Ros Soveacha, a Ministry of Education spokesman, said that according to the law, students can choose their course of study and their jobs as necessary to fulfill their needs.</p>



<p class="wp-block-paragraph">“A citizen has the right to select the ways of studying and jobs legally for achieving a high quality of life. It is also a way to develop the society, culture and economy,” Soveacha said, explaining that it was up to individuals to find the right balance.</p>



<p class="wp-block-paragraph">“A citizen can measure the positive results against the impact from working while studying at the same time,” he said.</p>

<p class="wp-block-paragraph">Survivors of the Khmer Rouge regime know well the importance of “Brother No. 2” Nuon Chea. However, for many young Cambodians, Chea — who died last month — appears to be on the path to being forgotten.</p>

<p class="wp-block-paragraph">Reporters interviewed several university students in Phnom Penh last week, most of whom said they heard the name of Chea but didn’t know his position or significance.</p>



<p class="wp-block-paragraph">Seng Sodaled, a 21-year-old student at the Royal University of Phnom Penh (RUPP), said she knows some information about Chea from her mother, school and visiting the Tuol Sleng Genocide Museum, and thinks it is very important to remember him.</p>



<p class="wp-block-paragraph">“But I do not know exactly who he is and his position and history because I am busy studying,” Sodaled said.</p>



<p class="wp-block-paragraph">Chom Rern Sokunthavry, a 20-year-old student at RUPP, also said she knows only a little.</p>



<p class="wp-block-paragraph">“I don’t understand it well because I am busy studying a lot. I think it is so important that Cambodian people should know more about the history of leaders in the past,” she said.</p>



<p class="wp-block-paragraph">Da Ny, a 19-year-old student at the University of Health Sciences, said she knows about the Khmer Rouge but not clearly. She has gotten her information mostly from school, TV and radio.</p>



<p class="wp-block-paragraph">“I only know the name of Nuon Chea but [I’m] not clear about that. I know some about the Khmer Rouge and the names of Pol Pot and Nuon Chea, and I think I understand it because it is important. I know it from school before, but now I forgot some because I am busy with my studying,” she said.</p>



<p class="wp-block-paragraph">Mao Piseth, 22, a student of international business at the University of Cambodia (UC), said Chea was only one of many Khmer Rouge leaders.</p>



<p class="wp-block-paragraph">“Nuon Chea’s death affected Cambodian victims only a little because there were many leaders in the Khmer Rouge,” Piseth said.</p>



<p class="wp-block-paragraph">Four other students interviewed also said they did not know a lot about Chea’s role in the Khmer Rouge.</p>



<p class="wp-block-paragraph">Varma Bunly, a history teacher at RUPP, said all university students should know about the Khmer Rouge because universities need to teach students about the regime as part of Cambodian history for their foundation year.</p>



<p class="wp-block-paragraph">However, not all students were interested in political history, Bunly said.</p>



<p class="wp-block-paragraph">“They might be interested in entertainment news more than politics, and some of them know that Nuon Chea died but they do not know who Nuon Chea is,” he said.</p>



<p class="wp-block-paragraph">Bunly said it is important that Chea’s history is remembered because he was a key leader in the regime.</p>



<p class="wp-block-paragraph">“Chea is a historical figure because he was a top leader of Democratic Kampuchea,” he said.</p>



<p class="wp-block-paragraph">A piece of history was lost when Chea died, he said.</p>



<p class="wp-block-paragraph">“In losing Chea, it means we are losing an important witness in this regime … and most importantly losing a trace of history,” Bunly said.</p>



<p class="wp-block-paragraph">In the past, Chea was often in the news because he was on trial at the Khmer Rouge Tribunal after his arrest in 2007.</p>



<p class="wp-block-paragraph">Neth Pheaktra, spokesman for the Extraordinary Chambers in the Courts of Cambodia (ECCC), said 500,000 people have visited the tribunal and more than half have been youth and students.</p>



<p class="wp-block-paragraph">About 300,000 students from various provinces and cities learned about the processes of the ECCC and the real information about the Khmer Rouge by visiting the center, Pheaktra said.</p>



<p class="wp-block-paragraph">One of the roles of the tribunal was to make sure people remembered the tragedies of the Khmer Rouge years, he said.</p>



<p class="wp-block-paragraph">“Remembering Cambodia’s [history] so leaders in the world do not kill people when they are in power,” he said.</p>



<p class="wp-block-paragraph">Now, however, Chea is dead and most cases at the tribunal have finished.</p>



<p class="wp-block-paragraph">Cheng Ratana, a Bophana Center officer for communications and cultural activities, said he was still not worried about Chea being forgotten because there were many ways to learn about the Khmer Rouge and Chea.</p>



<p class="wp-block-paragraph">“The real history cannot change and his name is already written in history books,” Ratana said.</p>



<p class="wp-block-paragraph">“We have a lot of sources that teach about the Khmer Rouge and Nuon Chea because he was a top leader in the past regime, and they can learn about the Khmer Rouge and Nuon Chea from books, documentary videos and history apps,” he said.</p>



<p class="wp-block-paragraph">Chea was born on July 7, 1926 in Battambang province. During the Cambodian genocide of 1975-1979, Chea was the deputy secretary of the Communist Party of Kampuchea.</p>



<p class="wp-block-paragraph">In 2014, Chea received a life sentence for crimes against humanity. Last year, he was also found guilty of genocide. He died last month at age 93 from disease.</p>
